Chinese government ghost network
The Chinese (government) have spied on the Dali Lamas office and on all other Asian government with a ghost network. By using hacks and virus they built up a network that can check computer all over the world and ever put on webcams.
A Canadian organization found the proof after the office of the Dali Lama asked them to check.
The Chinese government denies (off courses) all the claims but will be pointed out in a article in the New York Times soon.
